Shaman 5.4.1

Restoration
   This is the spec i choose, currently it is a very good class to heal as, they are very useful for most fights and are currently one of the best choices alongside with druids.

Stat Priority
Int > Spirit (until manageable) > Haste (to cap) > Mastery > Haste > Crit
425 Haste = 1%
200 Mastery = 1%
600 Crit = 1%

Haste
Shamans have to many hots its not even funny, in fact a lot of the caps are so close together that in most cases its more worth it to stack Haste like this Int > Spirit (until manageable) > Haste and ignore mastery and crit.

   You may see tat theirs a TON of haste caps and a lot of them are close together, this makes haste stacking very beneficial for a restoration shaman

Mastery
   This stat is ok for restoration, it is useful as a stat for progression but compared to haste, 30% mastery vs 2 extra ticks of a hot the hot will heal more and it will benefit from the mastery you currently have. Mastery increases the amount of healing done by a % based on how low below 100% the target is, for example if your mastery gives you +60% healing based on current health level of your target, if your target is at 70% health then you will only get the 30% that they are below full health of the 60%, meaning at 70% health you get 30% X 60% or only a 20% bonus to that heal, but if your target is say at 5% health then you receive 95% of that 60% or a heal 57% bigger, you will never fully benefit from that mastery you do gain 1% mastery for every 200 points however haste is 1% for 425, this means that unless all of your heals are done on a target below 47% health haste will be better, try not to let your group get that low in health.....

Crit
   You only benefit from crit being a double sized heal however you gain no special bonuses like some other healers do, that being said you get 1% for every ~606 points and haste is 1% for every ~425 points you get less crit % per point then haste per point making it not very useful.

   Some of these are situational and may changed based on raid requirements. If your gear is low i recommend using the level 75 tallent Conductivity and spamming lightning bolt

   Generally you are aiming for spirit until you can manage it well then you stack straight haste. This helps for extra hot ticks to conserve mana and heal more as well as regen mana

As for Reforging
   Lower Gear

   Mid Gear
      Anything -> Spirit
      Crit -> Haste
      Mastery -> Haste
   High Gear
      Spirit -> Haste (When mana is manageable)

      Haste -> Spirit (When mana is unmanageable)

   When you are new to a raid group and you are lowly geared sometimes its better to stack haste and be a backup healing and just spam lightning bolt almost the entire time to regen mana, you'll be more useful that way. Even when you are a highly geared raider don't always concern yourself with the little 15-20% drops in health on a raider, use that time to spam lightning bolt to regen mana so you can whip out your massive hot ticks when needed. Its all mana management

Enchanting
   This is the same as the star priority, only use the movement speed to boots if you need it otherwise haste is good, and as for your weapon use a Jade Serpent for the spike mana regen, make sure any as many of your procs as you can proc spirit over other stats.

Rotation
   The rotation is more of a priority

  1. Earthshield when needed
  2. Unleash Elements every cooldown with Healing rain
  3. Healing Stream Totem every cooldown
  4. Riptide every cooldown
  5. Chain Heal on heavy damage stack up phases
  6. Greater Healing Wave on heavy single target damage
If you have the legendary meta gem and it procs free spells for 4 seconds, priorities Healing Rain and Healing Stream Totem due to their mana costs.

Armor
   Stack haste, in some cases you may debate if you should be using T16 raid finder vs warforged normal gear, its situational on your raid group. If you find your group is having trouble on heavy damage phases you need the T16 4 piece set bonus, however if its just standard survivability over time you would want the higher item level gear.

Summary
   This should sum up restoration shaman, in short haste haste haste, use spirit until manageable, regen mana with lightning bolt, and aim for aoe heals over single target. Remember to use unleash elements with healing rain every cooldown and use healing stream totem every cooldown.
